BACKGROUND:
The City has been part of a Large User Wastewater Agreement (LUWA) with Broward County since 1989 for wastewater transmission, treatment, and disposal service. The County owns and operates the North Regional Wastewater Treatment System (NRWTS), which includes the Broward County Wastewater Treatment Plant where the City’s wastewater is treated. The LUWA was amended in 2000 to provide for an additional connection point and in 2009 to increase the wastewater transmission volume and reserve capacity.
DISCUSSION:
The County is in the process of constructing a sanitary sewer system in unincorporated Broward County, generally located at the northwest corner of the City boundary, also known as Hillsboro Pines. Since the City owns and operates the sanitary sewer collection system surrounding Hillsboro Pines, the County will transmit Hillsboro Pines wastewater to the NRWTS via the City wastewater collection system. This third amendment to the LUWA is necessary to allow the use of the City wastewater collection system to transmit Hillsboro Pines wastewater. For accounting and financial purposes and consideration, the wastewater volume collected from Hillsboro Pines will be deducted from the total wastewater volume collected and transmitted by the City.

Staff recommends approval of this Resolution.
