BACKGROUND:
This item was approved on First Reading at the January 26, 2017, Commission Meeting.
In March of 2017, the City will commence with the first construction phase of the Comprehensive Street Improvements Project, a seven-year project that proposes to mill and resurface, as well as introduce landscape and hardscape improvements, on approximately 46 miles of City streets. The first phase will address approximately fifteen miles of City streets located between Sample Road and Sawgrass Expressway. The improvements will include street resurfacing and adding more than two miles of new sidewalks, ADA accessible sidewalk ramps, and new landscaping and decorative hardscaping features. Some of the new sidewalks that will be constructed as part of the first phase will impinge on lands owned by Winston Park Foundation, Inc. Discussions with Winston Park Foundation, Inc. have resulted in the drafting of the attached easement instrument that will convey public access rights for the City and its residents.
DISCUSSION:
The City is committed to providing multi-modal transportation connectivity to advance bicycle and pedestrian use within its right-of-ways, in addition to the ordinary use by motor vehicles. Accordingly, in the design of Phase I of the Comprehensive Street Improvements Project, a decision was made to introduce over two miles of new sidewalks along Winston Park Boulevard and Winston Park Boulevard North. Approximately half of the new sidewalks will be at locations where no sidewalks are existing, and half would widen existing five foot sidewalks to eight feet.
