BACKGROUND:

In July of this year, as a result of the City’s participation in the State Housing Initiatives Partnership (SHIP) Program and the ongoing efforts to comply with the SHIP Act, the City Commission appointed membership to the Affordable Housing Advisory Committee (AHAC). The responsibilities of the AHAC are provided for in Section 420.9076(4)(a), Florida Statutes, which generally requires that the AHAC review the City’s established policies and procedures, ordinances, land development regulations, and the adopted comprehensive plan. Further, the AHAC is responsible for recommending specific actions or initiatives to encourage or facilitate affordable housing while protecting the ability of property to appreciate in value. The recommendations may include the modification or repeal of existing policies, procedures, ordinances, or plan provisions; the creation of exceptions applicable to affordable housing; or the adoption of new policies, procedures, regulations, ordinances, or plan provisions, including recommendations to amend the City’s Comprehensive Plan.

DISCUSSION:

In accordance with State requirements, the AHAC is required to prepare a report triennially and submit it to the City Commission no later than December 30th. The report includes recommendations on the implementation of affordable housing incentives. The Committee met in September, October, and November, and the AHAC’s Incentive Plan Strategies (IPS) Report was voted on unanimously at the public hearing held on November 14, 2016. 

Attached you will find the Committee’s report with their final recommendations.  Within 90 days after the date of receipt of this report, the City Commission is required to adopt a resolution incorporating the local housing strategies it will implement into the City’s Local Housing Assistance Plan (LHAP).
