BACKGROUND:
This item was postponed at the October 27, 2016, Commission Meeting.
The purpose of the Invitation for Bid is to contract with a qualified, experienced, and licensed general contractor to construct various park improvements at Windmill Park. Windmill Park, constructed in 1990, is in need of renovation. In 2012, the City purchased an adjacent three acre parcel of land for the purpose of expanding the park. The project will consist of demolishing an existing house as well as the construction of several new facilities and numerous renovations to existing facilities. New facilities will include additional parking, restrooms, pavilions, lighted concrete pathways, exercise stations, and abundant landscaping. Improvements to existing facilities will include resurfacing of all courts, sport lighting upgrades, new fencing, an expanded dog park, and enclosing the second floor of the tennis building to provide additional office space. The City was successful in obtaining a Florida Recreation Development Assistance Program (FRDAP) grant in the amount of $ 250,000 to partially fund some of these improvements.
DISCUSSION:
On August 21, 2016, the City issued one hundred thirty-seven (137) electronic invitations. Seven (7) bids were received of which three (3) were deemed responsive. The three (3) responsive submittals were from MBR Construction, Inc. ($4,533,321), Dipompeo Construction Corp. ($5,097,000) and West Construction, Inc. ($5,278,592). Staff recommends awarding the contract to the lowest, responsive bidder, MBR Construction, Inc. The project completion time is 365 calendar days from issuance of the Notice to Proceed.
RECOMMENDATION:
Staff recommends approval of this Resolution. A copy of the Bid package is in the Commission office for review.
