BACKGROUND:

A concern for pedestrian safety was raised by the Atlantic Vocational College and Dave Thomas Educational Center administrations. Students were crossing mid-block on Coconut Creek Parkway between Lyons Road and Banks Road, which prompted Broward County Traffic Engineering Division (BCTED) to install flashing warning beacons since a pedestrian traffic signal was not warranted.

DISCUSSION:

The City is committed to ensure the safety of pedestrians on Coconut Creek Parkway and, as part of a pilot project, the City has voluntarily undertaken the task of installing a pedestrian crosswalk and replacing the existing flashing beacons installed by Broward County with Rectangular Rapid Flashing Beacons (RRFB), which will further improve pedestrian safety. The existing flashing beacons are continuously operational, while the RRFBs are pedestrian activated. BCTED has approved the design of the RRFB on Coconut Creek Parkway, which falls under the County’s jurisdiction. On July 10, 2016, the City issued Bid No. 08-10-16-11 to contract with a qualified firm to complete the pedestrian improvements, and Williams Paving Company, Inc. was the lowest bidder.

Staff recommends approval of this Resolution.
