BACKGROUND:
Broward County offers a competitive grant program to municipalities through the Broward Redevelopment Program (BRP) for projects that result in redevelopment of designated areas to encourage economic development, job creation, and the removal of blight throughout the County.
In 2019, Coconut Creek was awarded a one million dollar ($1,000,000) BRP grant. The recognized project included two components:

1) Land acquisition, and
2) Public improvements.
Approximately $600,000 of the grant has been allocated toward the public improvement, which consists of improving a multi-purpose path on the north side of Hillsboro Boulevard, connecting the existing path in front of the residential Broadstone Development to the Helene Klein Natural Area, located at the northwest corner of Lyons Road and Hillsboro Boulevard. This authorization will provide for construction plans to realize the requirements of the grant.
DISCUSSION:
The construction plans for the Hillsboro Boulevard Redevelopment Project will enable the City to provide the necessary next step for the grant requirement as outlined in Resolution No. 2017-199. The project scope covers final design and construction documents, which include necessary easements, sidewalk, amenity locations, and landscaping. This authorization is required for the InterLocal Agreement between the City and Broward County expected in March 2020. The concept plans are attached as an exhibit. The work authorization with Carnahan Proctor & Cross, Inc., pursuant to Section 287.055, Florida Statutes, and RFQ No. 11-19-14-10, will provide said professional services at a cost of $98,000.
