BACKGROUND:
The purpose of Request for Proposals (RFP) No. 01-15-26-09 is to select a qualified janitorial company to provide comprehensive cleaning services for various City facilities. The scope of work includes furnishing all labor, supervision, supplies, equipment, tools, and related services necessary to maintain facilities in a neat, clean, and orderly condition. The City's current janitorial services agreement is nearing expiration and has no remaining renewal options.
DISCUSSION:
On December 14, 2025, the City issued RFP No. 01-15-26-09 for janitorial services. An invitation was electronically issued to two hundred thirty-one (231) prospective vendors. Four (4) responsive proposals were received from the following companies: (1) Dammel Cleaning Enterprise, Inc., d/b/a Palm Beach & Broward Building; (2) SFM Services, Inc.; (3) Southern Cleaning Service, Inc.; and (4) Sunshine Cleaning Systems, LLC, d/b/a Pritchard Industries. A selection committee comprised of John Tetteris, Public Works Superintendent; John Yancey, Public Works Facilities Maintenance Supervisor; and Enrique Castro, Parks and Recreation Superintendent, evaluated and ranked the proposals in accordance with the evaluation criteria set forth in the RFP: (1) Operational Plan for the City, (2) Qualifications and Experience, (3) Resources and Availability, (4) Past Performance, and (5) Price. Following a comprehensive review and discussion of the proposals, the selection committee recommends awarding a contract to Sunshine Cleaning Systems, LLC, d/b/a Pritchard Industries. The initial contract period shall be for four (4) years, with the option to renew for two (2) additional one (1)-year periods.
