BACKGROUND:
On April 23, 2023, the City of Coconut Creek issued RFP No. 05-24-23-11 to contract with a qualified and experienced debris monitoring contractor to provide emergency debris monitoring services and the associated management and accounting services necessary to obtain reimbursement from the Federal Emergency Management Agency (FEMA), Federal Highway Administration (FHWA), and other federal and state agencies in the event of a natural disaster.
DISCUSSION:
Solicitations were electronically sent through the eBid System to fifty-five (55) prospective vendors, and six (6) firms submitted responses. The submittals were evaluated based on the criteria listed in the RFP by a selection committee, which was comprised of the subject matter experts responsible for this contract, to include Harry Mautte, Public Works Director; Alex Tergis, Assistant Public Works Director; and Brian Rosen, Public Works Senior Project Manager, with Lorie Messer, Finance and Administrative Services Procurement Analyst, responsible for oversight of the committee. The selection committee recommends awarding the contract for emergency debris monitoring services to Rostan Solutions, LLC. During the presentations, Rostan ranked highest based on their operational plan for the City, their local experience and the resource availability. The initial term of the contract will be for four (4) years from the date of execution with the opportunity to renew for two (2) one (1) year periods.
