BACKGROUND:

On July 9, 2015, the Broward Metropolitan Planning Organization (MPO) approved the Complete Streets and other Localized Initiatives Program (CSLIP). The City of Coconut Creek submitted a CSLIP application for grant funding for a shared use pathway along a segment of Johnson Road between Lyons Road and Park School Road. The Johnson Road application was evaluated and ranked by the MPO, then vetted to determine programmability in accordance to the CSLIP policies.

In Broward County, and specifically with the City of Coconut Creek, agencies that were granted an approved CSLIP application often anticipate the opportunity to receive the assistance with Local Agency Program (LAP) associated with project design, inspection, and project acceptance support from the Florida Department of Transportation (FDOT). The City of Coconut Creek has been a recipient of the FDOT assistance on recent roadway projects, such as with the Lyons Road Mobility Project. However, in the fall of 2020, FDOT changed their direction on this policy and placed the burden to achieve the standard method of delivering federally-funded local projects back to the local agencies. This change essentially required local governments to cover certain costs.

With this decision, the MPO and FDOT received concerns and complaints from several local agencies. As a result, the Broward MPO staff has been coordinating with FDOT regarding the implementation of MPO-funded projects.
