BACKGROUND:

The purpose of Request for Proposals (RFP) No. 08-09-23-11 is to contract with a qualified vendor to provide vending machine operations and services to City departments. The goal is to stock fourteen (14) vending machines located in various department locations with quality, healthy snacks and beverages. Most machine sales are received from City employees; therefore, commission on sales will not be required. Thirty percent (30%) of the snacks offered in the vending machines will comply with the Florida Recreation and Park Association (FRPA) State of Health and Wellness Pledge. The City has been in contract with Bettoli Vending since June 13, 2017. The current contract is due to expire on September 30, 2023.
DISCUSSION:

On July 16, 2023, invitations were electronically issued via the eBid System to twenty-two (22) prospective vendors. The City received one (1) response from Bettoli Trading Corp. D/B/A Bettoli Vending.

The submittal was reviewed by Procurement, deemed responsive, and the performance reference surveys resulted in a "good" rating. The submittal was evaluated based on the criteria listed in the RFP by a selection committee comprised of Katelyn DiCintio, Human Resources Generalist; Janet Hull, Parks and Recreation Superintendent; and Gretchen Marie Rodriguez, Procurement Technician. The selection committee recommends awarding the contract to Bettoli Vending based on past performance and current reference checks. Costs for all services, snacks, and beverages will remain firm for the initial contract period. The initial term of the agreement is for two (2) years with the option to renew for up to four (4) one (1) year periods.
