BACKGROUND:

This item was approved at First Reading with no changes or conditions. 

The applicant, John T. Doogan, is requesting, on behalf of the property owner North Broward Preparatory School (NBPS), the replat of the North Broward School Plat.  The replat will maintain the existing use of the property as it currently operates. The proposed plat request expands the existing North Broward School plat to include adjacent parcels, which the NBPS has acquired since the recordation of the original plat.  The replat will also provide for the dedication of landscape parcels along public roadways, update easements as needed and establish plat restrictions per Broward County.  In conjunction with the replat application, to fulfill a pre-annexation agreement, the applicant is also seeking a rezoning request to update the property from its original A-1 (Agricultural) zoning to CF (Community Facility).

DISCUSSION:

During the public hearing portion of the Planning and Zoning Board meeting, there was considerable discussion regarding the impacts of the school on the adjacent residential neighborhood along NW 74th Street.  Concerns raised included pedestrian and vehicular traffic along 74th Street, direct access to 74th Street from the school, the status of the conservation area along 74th Street and additional buffering along 74th Street. 

RECOMMENDATION:

The Planning and Zoning Board, at its May 14, 2014, meeting, recommended approval of the plat application, subject to the following condition:  That a perpetual non-vehicular access line be placed along NW 74 Street and NW 44 Terrace.
