BACKGROUND:
On May 14, 2020, Broward County and the City of Coconut Creek entered into an Interlocal Agreement for Preparation, Implementation, and Administration by Broward County of the City's State Housing Initiatives Partnership Program (SHIP). However, while the ILA provides the County authority for SHIP program services, the City is still required to adopt an Affordable Housing Advisory Committee (AHAC) Incentive Strategies Report. In accordance with legislation adopted in the 2007 Legislative Session and associated changes to the Florida Administrative Code (F.A.C.) Chapter 67-37, counties and cities receiving State Housing Initiatives Partnership (SHIP) funds are required to establish an Affordable Housing Advisory Committee (AHAC) for such purpose.
DISCUSSION:
Since, 2008, the City has maintained its own AHAC, who's main responsibility is to prepare the Incentive Strategies Report every three years. Given that Broward County accepted administration responsibilities associated with the Coconut Creek SHIP Program, for consistency, City staff has worked with representatives from the Florida Housing Coalition and Broward County to adopt the Broward County Affordable Housing Advisory Committee (AHAC) Incentive Strategies Report as permitted under Section 420.9076(2), Florida Statutes. The Broward County AHAC Incentive Strategies Report was completed in December of 2020 and as required, evaluates established policies, procedures, ordinances, land development regulations, the comprehensive plan, and recommends changes to promote affordable housing if necessary. By adopting the Broward County AHAC Incentive Strategies Report, the City of Coconut Creek will fulfill the requirement of Section 420.9076(4)(a), Florida Statutes.
