BACKGROUND:
The purpose of Request for Proposal (RFP) No. 09-02-20-09 is to contract with a qualified janitorial firm to provide janitorial services to various City facilities. The work consists of furnishing all labor, supplies, equipment, tools, service and supervision necessary to perform and maintain the work conducive with a neat, clean, and orderly condition. The City's current agreement for janitorial services is expiring with no renewal options left.
DISCUSSION:
On August 2, 2020, the City issued a competitive solicitation for janitorial services. Solicitations were electronically sent to eighty-seven (87) prospective vendors. Six (6) responsive proposals were received. A selection committee consisting of John Tetteris, Public Works Superintendent; John Yancey, Public Works Senior Lead Worker; and Phil Randazzo, Parks and Recreation Superintendent, evaluated and ranked the responses in accordance with the following criteria: (1) Operational Plan for the City, (2) Qualifications and Experience, (3) Resources and Availability, (4) Past Performance, and (5) Price. After thorough evaluation and discussion of the proposals, the selection committee ranked the companies as follows: (1) Sunshine Cleaning Systems, Inc., (2) Ameri-Plus Janitorial & Maintenance, LLC, (3) Bel Air Maintenance, (4) United States Service Industries (USSI), (5) Stockton Maintenance Group, and (6) Clean Space, Inc. This new agreement includes the addition of the Recreation Center, Community Center, and Rowe Center. The total cost includes an additional $264,000 in anticipated optional services related to the COVID-19 pandemic.
