BACKGROUND:

The City of Coconut Creek currently uses Sun Bergeron for the processing of recyclables through a piggyback agreement with the Town of Southwest Ranches.  The Agreement, which expires on July 2, 2018, was not renewed.

DISCUSSION:

The diversion of materials through recycling reduces the amount of garbage going to solid waste facilities and sends recoverable commodities to the marketplace. Waste Management was the only company to offer these services to cities seeking to find a successor to the Sun Bergeron contract.  In consideration of the limited options available, staff recommends piggybacking the City of Coral Springs ITB 18-A-52F and executing an agreement with Waste Management Inc. of Florida for the purpose of processing recyclables. It is valid until July 2, 2023, unless the Sun Bergeron Agreement is legally required to be extended at the same terms and conditions as it is currently.

RECOMMENDATION:

Staff recommends approval of this Resolution.

NOTES: The contract specifies a per ton processing fee offset by revenue for recycling based on published prices.  Due to the depressed market condition for recyclables, the City will not generate enough revenue to pay for the processing.  Expenditures are based on costs through the fiscal year.  Funding will come from the Recycling Funds Trust, Account #6197-4815.
