BACKGROUND:
The intent of this Request for Proposals (RFP) No. 10-04-23-10 is to establish an emergency food services contract to support response and recovery operations for declared emergencies. It is the City's intent to utilize the awarded contractor's services for any emergency response situation both natural and man-made. The City will be invoiced by the Contractor on a per meal basis for each meal period, utilizing a sign-in sheet. The Contractor will be responsible to provide reliable food service support to the City during emergency event(s) when requested in full accordance with the scope of services, terms, and conditions to fulfill the contract requirements.
DISCUSSION:
On August 13, 2023, solicitations were electronically sent through the eBid System to forty (40) prospective vendors. No responses were received. The Procurement Analyst conducted extensive research and contacted numerous types of food suppliers to gain interest in this contract.
On September 10, 2023, the City re-issued the RFP, and solicitations were electronically sent to forty-five (45) potential vendors. One (1) responsive submittal was received from DRC Emergency Services, LLC. The submittal was evaluated based on the criteria listed in the RFP by the selection committee, consisting of Enrique Castro, Parks and Recreation Superintendent; Alex Tergis, Assistant Director of Public Works; and Ryan Banyas, Fire Marshal. The selection committee unanimously agreed that DRC Emergency Services, LLC is capable and qualified to perform the scope of services for a meal cost of $150.00, which includes four (4) meals per person (breakfast, lunch, dinner, and late serving).
