A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED THIRD AMENDMENT TO THE INTERLOCAL AGREEMENT WHICH CREATED THE BROWARD METROPOLITAN PLANNING ORGANIZATION (“MPO”).

BACKGROUND:

The City adopted Resolution No. 2002-166 on November 14, 2002, in which the City became a party to the Interlocal Agreement, through its Addendum, establishing the Broward Metropolitan Planning Organization (“MPO”), allowing for the City to become an alternate member of the MPO.   On September 18, 2006, a Second Amendment to the MPO Interlocal Agreement was ratified by all parties. This Amendment acknowledged the newly incorporated City of West Park as an alternate member, removed the Broward League of Cities as a party, and set forth new notice provisions. Recently, on April 9, 2015, the MPO Board approved a Third Amendment to the Interlocal Agreement which provides for the number of voting members to increase from nineteen (19) to twenty-five (25). Once approved by all parties and recorded in the official records books of Broward County, the City of Coconut Creek will go from an alternate member to a voting member of the MPO.

DISCUSSION:

The MPO has been reapportioned in accordance with Section 339.175(4), Florida Statutes, resulting in an increase to the voting membership of the MPO.  This increase in the voting membership will allow smaller municipalities, such as the City of Coconut Creek, through its appointed official, to act as a voting member.  Also, the Third Amendment allows for an additional Broward County Commissioner to become a voting member and specifies the official name of the organization as “Broward Metropolitan Planning Organization.”  All other terms of the preceding agreements remain in effect.

RECOMMENDATION:

Staff recommends execution of the agreement.
