A RESOLUTION PLEDGING TO ACHIEVE NET ZERO GREENHOUSE GAS EMISSIONS BY 2050 AS PART OF CITY OPERATIONS AND COMMUNITY-WIDE INITIATIVES; ESTABLISHING A 2030 INTERIM TARGET SUPPORTING A 50 PERCENT REDUCTION IN GLOBAL EMISSIONS; COMMITTING TO UNDERTAKE PLANNING AND ANALYSES TO IDENTIFY PATHWAYS TO ACHIEVE THE NET ZERO GOAL; PLEDGING TO WORK WITH PARTNER JURISDICTIONS TO ACHIEVE THESE TARGETS; AND AUTHORIZING CITY MANAGER, OR DESIGNEE, TO ASSIGN STAFF AND RESOURCES NECESSARY TO ADVANCE THESE COMMITMENTS.

BACKGROUND:
Municipalities and counties in the State of Florida have recognized a need to jointly reduce carbon emissions in the State in order to make a meaningful environmental impact. Broward County has called upon all the municipalities within the borders to join them in this program.
DISCUSSION:
“Race to Zero” is a phrase applied to several programs, which all have a goal to achieve net-zero emissions by the year 2050. It begins with establishing baseline emissions for City operations and for the community. The City established a baseline for operations in 2009 and monitored our progress in 2012, which showed an 11% reduction. For this current effort, the City will update the baseline for City operations and for the community. After establishing the baselines, using the International Council for Local Environmental Initiatives (ICLEI) tool, an interim goal of reducing greenhouse gas emissions will be established for the year 2030. At that time, the City will adjust as needed to reach the net-zero goal. The effort will be achieved with dedication from all Departments and with the support of all levels of leadership and administration.

Staff recommends approval of this resolution.
