BACKGROUND:

The City’s current contract with CityScape Consultants, Inc. for wireless communications and site management services is set to expire November 14, 2017.  For that reason, the City issued Request for Proposals (RFP) No. 08-15-17-10 to contract with a qualified vendor to provide these services. There were 97 electronic invitations sent through the eBid System to prospective vendors, and three vendors submitted responses.

DISCUSSION:

A selection committee consisting of Scott Stoudenmire, Deputy Director of Sustainable Development; Natacha Josiah, Planner; and Lou Italico, Public Works Project Manager, reviewed and evaluated the three submittals. Mary Blasi, City Manager; Sheila Rose, Assistant City Manager/Sustainable Development Director; and Jim Berkman, Public Works Director, negotiated the provisions of the attached Agreement.  After an extensive evaluation process, which included review of each firm’s personnel, past record, experience, certifications, and project workloads, the Selection Committee recommends that the City Commission award the contract to CityScape Consultants, Inc.  The initial contract period is for five years with the right to extend the contract for five (5) additional one (1) year periods. Although the financial provisions remain similar to the existing contract, additional provisions have been added to improve property maintenance, and the contract language has been updated to reflect current policy. 

RECOMMENDATION:

Staff recommends approval of this Resolution.
