BACKGROUND:

The proposed agreement is a five-year contract between Broward County and the City for emergency backup building code services performed by the Broward County Building Code Services Division of the Environmental Protection and Growth Management Department, in connection with building inspections and building plan review services.  Broward County has been providing the City with these services since September 2, 1982. 

DISCUSSION:

The City uses Broward County and CAP Government, Inc. (CAP) for building inspections and building plan review services, as needed.  The rates for CAP are slightly lower; and therefore, we use these Broward County services on occasion only as a secondary backup. Under the previous five-year agreement (2017-2021), the discipline rates were last increased in 2020 to what they are today. There have been no increases since then. At this time, Broward County does not propose to increase the rates in this contract renewal. The proposed rates are outlined in Section 3.1 of the attached agreement. However, the agreement permits the County to adjust rates in an amount not to exceed five percent (5%) each year to address increases in operating and labor costs.  The agreement also provides for a 90-day termination by either party.

RECOMMENDATION:

Staff recommends approval of this resolution.
