BACKGROUND:

On August 21, 2016, the City issued RFP No. 09-21-16-10 to contract with a qualified firm to operate a Farmers Market with the following primary objectives: (a) offer community members an opportunity to purchase locally-made produce and goods; (b) provide local businesses, artisans, and farmers the opportunity to sell their products; (c) create a free festive community event that attracts residents of all ages; (d) highlight Coconut Creek’s commitment to green initiatives and sustainable environmental practices; and (e) provide a variety of vendors that will attract various demographics.

No submittals were received for RFP No. 09-21-16-10, and the City Commission rejected the RFP on October 13, 2016, with the intent for staff to revise the scope of services and re-advertise the RFP.

DISCUSSION:

On October 30, 2016, the City issued RFP No. 11-23-16-10 to contract with a qualified firm to operate the Farmers Market with the revised scope of services.  The RFP opening occurred on November 23, 2016.  Thirty-four (34) vendors were solicited, thirteen (13) documents were downloaded, and one (1) response was received.  After review of the submittal, it was determined that the responding company was non-responsive due to missing required documentation and not meeting the specifications of the RFP.  City staff believes it is in the City’s best interest to reject the submittal pursuant to page 5, paragraph 11.3 - Acceptance or Rejection of Bids of RFP No. 11-23-16-10. 

As two (2) RFPs have been solicited without receiving a responsive vendor, staff intends to pursue other avenues to secure this service.

RECOMMENDATION:

Staff recommends that the City Commission reject RFP No. 11-23-16-10 and the one (1) non-responsive proposal received.
