A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER, OR THEIR DESIGNEES, TO EXECUTE A TRIPARTY AGREEMENT AMONG THE BROWARD METROPOLITAN PLANNING ORGANIZATION (BMPO) AND THE METROPOLITAN TRANSPORTATION ENGINEERING & CONSTRUCTION COOPERATIVE (MTECC) FOR THE LYONS ROAD MOBILITY SAFETY PROJECT IMPROVEMENTS.

BACKGROUND:
A multi-agency collaborative effort involving the City, the BMPO, and the Florida Department of Transportation (FDOT) led to the planning, design, funding, construction, and completion of the Lyons Road Mobility Project from just north of Atlantic Boulevard to the Sawgrass Expressway. The improvements included, but were not limited to, new bike lanes, shared-use pathways, enhanced public sidewalks, and overhead lighting. A photometric study for the segment of Lyons Road identified for the mobility project determined that the roadway was also in need of upgraded overhead lighting. The BMPO lead the process to have the Federal Grant necessary to fund this portion of the project approved.
DISCUSSION:
The City desires to provide first class amenities to all users of the Lyons Road corridor. The proposed lighting improvements are generally located within the Lyons Road right-of-way and/or in land owned by either the City or Broward County. The BMPO is the grantee of the Community Project Funding Grant from the U.S. Department of Housing and Urban Development (HUD) for the pedestrian lighting improvements assigned to the Lyons Road Mobility Safety Project identified as BMPO project number B-23-CP-FL-0383.
Both the BMPO and MTECC require that the City enter into the subject Triparty Agreement to design, construct, and accept the pedestrian lighting improvements. Once completed, the City will accept the perpetual maintenance of the subject improvements. The design phase is anticipated to begin in the fall of 2024.
