BACKGROUND:

 

In 2013, the City Commission passed Resolution No. 2013-112 in support of Complete Streets to allow all modes of transportation including bikers, walkers, transit riders and drivers to safely navigate our roadways.  Broward MPO awarded the City of Coconut Creek approximately seven million, three hundred thousand dollars ($7,300,000) to fund a Complete Streets project on Lyons Road between Atlantic Boulevard and Sawgrass Expressway.  This funding is earmarked for the design and construction of all the hardscape elements to include the paving, pavement markings, sidewalks, signalization, transit amenities, drainage and signage for the project.

DISCUSSION:

The Broward Metropolitan Planning Organization and the City of Coconut Creek City Commissioners, residents and staff conducted a walk audit on a portion of Lyons Road and identified bicycle lanes, transit amenities, sidewalks, crosswalks and signalization upgrades as needed improvements.  Staff hopes to have a workshop to discuss the project details prior to agendizing the Joint Participation Agreement (JPA).  However, to assist the MPO in grant applications they are desirous of an interim resolution.  The next step is to negotiate a JPA with FDOT and the Broward MPO for the design, construction and maintenance of the project.

Staff recommends approval.
