BACKGROUND:

In 2011, the Broward County Commission expanded the “Broward County Elected Official Code of Ethics” (Ethics Code) to apply to all municipal elected officials in Broward County, their specified relatives, and their office staff. Contained within the Ethics Code are reporting requirements for Elected Officials who solicit funds on behalf of nonprofit charitable organizations. An exception to the reporting requirement occurs when the governing body formally approves the lawful solicitation or fundraising efforts for designated nonprofit charitable organizations or fundraising events. At the same time, the City Commission, through its creation of the Special Event Grant Program, authorizes sponsorship of the designated nonprofit charitable organizations at the review and discretion of the Special Events Grant Committee.

DISCUSSION:

This Resolution will authorize personal solicitations on behalf of individual City Commissioners for the designated nonprofit charitable organizations without the need for reporting same under the Broward County Ethics Code. Further, it serves to provide a list of designated organizations that meet the minimum eligibility requirements for the Special Events Grant Program and adopt revised guidelines and applications for the Program.

Staff recommends approval of this Resolution.
