BACKGROUND:

On May 7, 2019, the City issued Request for Qualifications (“RFQ”) No. 05-28-19-01, “Design-Build North and South Splash Pads.”  The intent of the RFQ was to secure a design-build firm to provide all necessary professional design services, labor, materials, and equipment to construct and install splash pads at the Community Center and Recreation Complex.

DISCUSSION:

Solicitations were electronically sent through the eBid system, and four (4) responsive submittals were received. A selection committee consisting of Lou Italico, Public Works Project Manager; Wayne Tobey, Parks and Recreation Director; and Randall Blanchette, Engineering Manager, evaluated the submittals based on the criteria listed in the RFQ.  Presentations and interviews were conducted with the top three (3) ranked firms to establish a final ranking: 1) MBR Construction, Inc., 2) Freeport Fountains, LLC, and 3) Recreational Design and Construction, Inc.  The negotiation committee, made up of the aforementioned members, attempted contract negotiations with MBR Construction, Inc.; however, the firm was unable to provide a price proposal within the City’s budget.  As such, negotiations were terminated with MBR and commenced with the second-ranked firm.  A final agreement within the City’s budget for the two splash pads was attained with Freeport Fountains, LLC in the amount of $600,000.

RECOMMENDATION:

Staff recommends approval of this resolution.
