BACKGROUND:

The Coconut Creek Police Department (CCPD) and the Pinellas County Sheriff’s Office (PCSO) are criminal justice agencies recognized by the Federal Bureau of Investigations (FBI) and the Florida Department of Law Enforcement (FDLE). PCSO receives license plate based extract files from FDLE, which is then updated via an existing integration between the PCSO and Axon, a public safety technology company that provides hardware and software solutions to law enforcement agencies, including license plate reader (LPR) technology. The City has an existing agreement with Axon for integrated public safety technologies, approved on October 24, 2024 via Resolution No. 2024-167, to facilitate the receipt of LPR data from PCSO.

DISCUSSION:

By entering into this Memorandum of Understanding (MOU), PCSO will share FDLE’s License Plate Reader “Hotlist” data with CCPD via Axon, which facilitates the secure integration and transmission of FDLE’s license plate extract data from PCSO to CCPD through its LPR platform, allowing for real-time alerting and data sharing in support of criminal investigations. The Hotlist contains information about vehicles of interest, such as those associated with crimes, missing persons, or stolen property. CCPD can customize the Axon LPR system to receive only the alerts CCPD considers relevant. Any hits from the “Hotlist” must still be independently verified before law enforcement action is taken.

RECOMMENDATION:

Staff recommends approval of this resolution.
