A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE AGREEMENTS WITH DRC EMERGENCY SERVICES, LLC (PRIMARY) AND GRUBBS EMERGENCY SERVICES, LLC (SECONDARY) TO PROVIDE EMERGENCY DEBRIS MANAGEMENT SERVICES PURSUANT TO RFP NO. 04-16-25-11.

BACKGROUND:
On March 2, 2025, the City issued Request for Proposals (RFP) No. 04-16-25-11 to contract with qualified and experienced debris management contractors to provide emergency removal and lawful disposal of all disaster-generated debris.
DISCUSSION:
Solicitations were electronically sent through the eBid System to one hundred eleven (111) prospective vendors, and nine (9) firms submitted responses: 1) Aftermath Disaster Recovery; 2) Bergeron Emergency Services, Inc.; 3) Ceres Environmental Services, Inc.; 4) CTC Disaster Response, Inc.; 5) DRC Emergency Services, LLC; 6) Grubbs Emergency Services, LLC; 7) Looks Great Services of MS, Inc.; 8) Southern Disaster Recovery; and 9) TFR Enterprises, Inc.
The submittals were evaluated based on the criteria listed in the RFP by a selection committee comprised of Mike Heimbach, Public Works Project Manager; Brian Rosen, Public Works Assistant Director; and Chad Hancock, Utilities and Engineering Superintendent. After evaluating the submittals, the selection committee recommends awarding DRC Emergency Services, LLC as the primary contractor and Grubbs Emergency Services, LLC as the secondary contractor for emergency debris management services. The primary contractor will be the initial firm mobilized by the City. The secondary contractor will be engaged when the event necessitates additional support for the primary contractor or when the primary contractor is unavailable.
The term of each contract will be from June 13, 2025, through January 31, 2029, with up to three (3) additional one (1) year extensions.

Staff recommends approval of this resolution.
