BACKGROUND:

The City’s Hilton Road Water Storage Tank was originally designed and constructed in 1984.  The interior wall of the water storage tank was relined twelve (12) years ago to prevent leakage and maintain water quality.  The liner has surpassed its ten (10)-year useful life expectancy, and the water tank is now showing signs of stress and visible water leaks.  After investigation and localized repairs, it has been determined that the tank is in need of relining, which was included in the Fiscal Year 2025 (FY25) budget.

DISCUSSION:

 

On May 4, 2025, the City issued Invitation for Bids (IFB) No. 05-28-25-11 for construction services related to the relining of the Hilton Road Water Storage Tank project.  On May 28, 2025, the bid closed with one (1) responsive and responsible bidder, CROM, LLC, in the amount of $937,600.00, including the addition of Alternative #1 to repair the corroded DIP lines. City staff thoroughly reviewed the bid for compliance, and no issues were found.  A ten percent (10%) contingency has been included in the budget to account for unseen conditions for a total amount of $1,031,360.00.

RECOMMENDATION:

Staff recommends approval of this resolution.
