BACKGROUND:
The purpose of the Request for Proposals (RFP) is to contract with three (3) firms to determine the extent of rehabilitation needed in residences and to estimate the cost for each repair project under the City of Coconut Creek's Minor Home Repair Program. While all three (3) firms are to provide inspection and cost estimating services, two (2) of the firms will focus on regular home repair and one (1) firm will focus on accessibility and/or barrier-free modifications. The City's Minor Home Repair Program utilizes funds from the U.S. Department of Housing and Urban Development (HUD), the Florida Housing Finance Corporation (FHFC), and the City's Affordable Housing Trust Fund, through the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and State Housing Initiatives Partnership (SHIP). As part of the program requirements, every two (2) years the City must competitively solicit potential vendors and create a pool of pre-qualified firms to perform the residential environmental inspection services.
DISCUSSION:
The City issued a competitive solicitation for Residential Inspection and Cost Estimating Services on June 14, 2015. Solicitations were electronically sent to seven (7) prospective vendors. Three (3) responsive proposals were received.
