BACKGROUND:
The City currently does not provide water and wastewater services to the properties and residents along Vinkemulder Road, NW 43 Street, and NW 39 Avenue. These residents use wells for potable water and septic tanks for wastewater. In 2016, after receiving many requests from the residents in the area, the City mailed the residents a public survey to determine interest to connect to City utilities. Fifty-seven percent (57%) of the residents were interested in both water and wastewater services.
The City desires to proceed with the design of the water and wastewater systems as well as roadway improvements on Vinkemulder Road, NW 43 Street, and NW 39 Avenue. This design includes the installation of new water mains for potable water, including fire hydrants for fire suppression, a wastewater system, as well as milling and resurfacing of the roadways.
DISCUSSION:
The City is committed to helping eliminate the use of ground water wells and septic tanks by providing water and wastewater services to its residents. Therefore, the City issued Request for Qualifications (RFQ) No. 11-07-19-11, in compliance with the Consultants' Competitive Negotiation Act (CCNA) per State Statute Section 287.055, for Professional Engineering Services for the design of the Vinkemulder Road Water and Sewer Improvements project. After reviewing eight (8) responses for this RFQ, the selection committee has recommended CPH, Inc. to provide the design services based on the CCNA competitive selection process.
