BACKGROUND:
The Lyons Road medians from Coconut Creek Parkway to Atlantic Boulevard remain unimproved and are in need of improvements. All other major roadway medians within the City have been improved within the past twenty (20) years. On April 9, 2023, the City issued Invitation for Bids (IFB) No. 05-16-23-11 to contract with licensed contractors to enhance the Lyons Road medians from Coconut Creek Parkway to Atlantic Boulevard. Enhancements will include new pavers, irrigation, sod, shrubs and trees.
DISCUSSION:
The City issued five hundred twenty six (526) electronic invitations for bids for the Lyons Road Median Improvements project. Six (6) submittals were received; but the low bidder, Homestead Concrete & Drainage, Inc., quickly withdrew their low bid of $398,000.00 after stating that they failed to account for some items in their bid pricing. Five (5) other responsive submittals were received from the following companies: 1) VisualScape, Inc. ($738,154.83); 2) MBR Construction, Inc. ($910,532.20); 3) Superior Landscaping & Lawn Service, Inc. ($979,928.00); 4) Rosso Site Development, Inc. ($1,121,146.87); and 5) Arazoza Brothers Corp. ($1,191,047.75). After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest, responsive bidder, VisualScape, Inc. Project completion is anticipated to be one hundred eighty (180) days from the issuance of the Notice to Proceed (NTP).
RECOMMENDATION:
Staff recommends approval of this resolution.
