BACKGROUND:
Currently, all municipalities must comply with the federal Environmental Protection Agency's (EPA) mandated Lead and Copper Rule (LCR), which seeks to reduce the amount of lead in drinking water to permissible levels. In 2022, the EPA introduced updated regulations to the LCR, known as the Lead and Copper Rule Revisions (LCRR). The LCRR is geared towards enhancing community protection from lead exposure by introducing new requirements for testing, creating lead service line inventories and mitigation, as well as public education. To ensure compliance with the LCRR, the City is obligated to conduct a comprehensive service line material inventory, encompassing both public and private lines. Additionally, the City is required to formulate a detailed lead service line inventory and replacement plan by October 14, 2024. Subsequent compliance components under the agreement include implementing a sampling program and a public education and outreach program. On August 27, 2023, the City issued Request for Qualifications (RFQ) No. 09-27-23-11 to contract with a qualified consultant to provide the necessary professional engineering services for the development, management, and implementation of a LCRR compliance program.
