BACKGROUND:

This item was approved on First Reading at the September 13, 2018, City Commission Meeting.

The current Agreement with Emerald Transportation Corporation for city-wide wrecker towing services expires on September 30, 2018.  On June 10, 2018, the City issued RFP No. 07-11-18-09 to establish a multi-year franchise agreement for city-wide wrecker towing services for the removal and storage of vehicles that are abandoned, disabled from a traffic accident, creating a traffic hazard, or for non-consensual removal of vehicles from public streets and areas within the City.

DISCUSSION:

Solicitations were electronically sent through the eBid system to four prospective vendors, and one responsive proposal was received from Emerald Transportation Corporation.  The submittal was evaluated based on the criteria listed in the RFP by the Selection Committee comprised of Sergeant Darren Karp, Traffic Unit Supervisor; Police Officer Chris Ku of the Traffic Unit; and Jeannette Camacho, Police Legal Advisor.

The Selection Committee recommends awarding the contract to Emerald Transportation Corporation for an annual franchise fee of $45,000, which shall increase each year of the contract by a minimum of five percent from the previous year’s fee.  The initial contract period shall be for five (5) years with the option to extend for five (5) additional one (1) year periods

RECOMMENDATION:  Staff recommends approval of this Ordinance.
