A RESOLUTION URGING THE APPOINTMENT OF MUNICIPAL OFFICIALS TO THE 2017-2018 CONSTITUTION REVISION COMMISSION (CRC); SUPPORTING THE APPOINTMENT OF FLORIDA LEAGUE OF CITIES PRESIDENT, BOCA RATON MAYOR, SUSAN HAYNIE; AND URGING THE CRC TO PROTECT MUNICIPAL HOME RULE AUTHORITY AND RESTRICT UNFUNDED STATE MANDATES.

BACKGROUND:

Section 2 of Article XI of the Florida Constitution establishes and describes the duties, powers, structure and function of the Constitution Revision Committee (CRC).  The CRC meets every twenty years, and is next scheduled to meet in 2017 for only the third time in the state’s history.  The CRC will review and recommend changes to Florida’s Constitution that may appear on the 2018 general election ballot for the consideration of Florida’s voters.  The Florida League of Cities, Inc. (FLC) believes local self-government is the keystone to American democracy, and constitutional municipal home rule authority should be protected and expanded.  The FLC recognizes the CRC will weigh in on a variety of proposals that potentially affect municipal home rule authority and the ability of city officials to respond to the needs and conveniences of their citizens, and believes that it is necessary to have municipal representation on the CRC to ensure that local perspectives and concerns are adequately voiced before the CRC.

DISCUSSION:

In the City of Coconut Creek’s 2017 State Legislative Agenda, the City supports the preservation of Home Rule.  The City of Coconut Creek finds that it is necessary to have municipal representation on the CRC and supports the appointment of Florida League of Cities President, Boca Raton Mayor Susan Haynie, to ensure that local perspectives and concerns are adequately voiced before the CRC.

RECOMMENDATION:

Staff recommends approval of this Resolution.
