BACKGROUND:
On February 24, 2019, the City issued Request for Proposals (RFP) No. 03-20-19-10 to contract with qualified and experienced debris management contractors to provide emergency removal and lawful disposal of disaster-generated debris.
DISCUSSION:
Solicitations were electronically sent through the eBid system to sixty-three (63) prospective vendors, and the following ten (10) firms submitted responsive proposals: 1) Bergeron Emergency Services, Inc., 2) Ceres Environmental Services, Inc., 3) Crowder Gulf Joint Venture, Inc., 4) Custom Tree Care, Inc., 5) DRC Emergency Services, LLC, 6) D & J Enterprises, Inc., 7) Grubbs Emergency Services, LLC, 8) KDF Enterprises, LLC, 9) Phillips & Jordan, Inc., and 10) TFR Enterprises, Inc.
The submittals were evaluated by a selection committee comprised of Alex Tergis, Assistant Director of Public Works; Brian Rosen, Public Works Project Manager; and Jean Dupuis, Assistant Director of Utilities. After evaluating the submittals based on the criteria of the RFP, the selection committee recommends awarding DRC Emergency Services, LLC as the primary contractor and KDF Enterprises, LLC as the secondary contractor for emergency debris management services. The primary contractor shall be the initial firm mobilized in the event of a natural disaster. The secondary contractor will be utilized in instances where the scope of the event merits additional resources to assist the primary contractor, or if the primary contractor fails to meet the terms and conditions of the RFP. The term of each contract will be three (3) years from the date of execution with up to three (3) one (1) year extensions.
