This item was approved at First Reading with no changes or conditions.
North Broward Preparatory School ("NBPS") owns the +/- 69.50 acre parcel located at 7600 Lyons Road, which is generally located at the southeast corner of Lyons Road and the Hillsboro Canal ("Property") in the City of Coconut Creek ("City"). The Property is currently zoned A-1, agricultural district, and the underlying land use is E-1, residential estate. The Property is the site of North Broward Preparatory School ("NBPS"), which currently includes a +/- 33,568 square foot elementary school, a +/- 17,949 square foot high school and several other smaller buildings for accessory uses. As part of a pre-annexation agreement, the City required NBPS to rezone the Property from A-1 to CF in order to afford greater protection to neighboring residential properties.
DISCUSSION:
During the public hearing portion of the Planning and Zoning Board meeting, there was considerable discussion regarding the impacts of the school on the adjacent residential neighborhood along NW 74th Street. Concerns raised included pedestrian and vehicular traffic along 74th Street, direct access to 74th Street from the school, the status of the conservation area along 74th Street and additional buffering along 74th Street. During the discussion, the applicant agreed to meet with property owners in the area prior to the plat and rezoning proceeding to the City Commission, so that concerns could be discussed and addressed by appropriate representatives of the school.
