A RESOLUTION PROVIDING THAT THE CITY COMMISSION MAY CONTINUE TO ATTEND THE NORTHWEST COUNCIL OF ELECTED OFFICIALS MEETINGS, WHICH ARE JOINT MEETINGS TO DISCUSS MATTERS OF MUTUAL INTEREST AMONG CITIES IN THE NORTHWEST REGION OF BROWARD COUNTY WITH SAID MEETINGS TO TAKE PLACE OUTSIDE OF THE BOUNDARIES OF THE CITY OF COCONUT CREEK, BUT WITHIN BROWARD COUNTY.

BACKGROUND:
Florida law mandates that meetings of a municipal governing body that represent over 500 residents be held within the boundaries of that municipality. However, Section 166.0213(2), Florida Statutes, provides an exception allowing for multiple municipal governing bodies to meet in order to discuss matters of mutual interest outside the boundaries of a given municipality so long as the meetings are prescribed by ordinance or resolution.
The Northwest Council of Elected Officials (NWCEO) holds meetings where elected officials from the cities of Margate, Parkland, North Lauderdale, Lauderhill, Sunrise, Tamarac, Lauderdale Lakes, Coral Springs, and Coconut Creek are invited. The meetings are scheduled in designated months and located within each participating city on a rotating basis. The City Commission previously approved Resolution No. 2016-66, providing that the Coconut Creek City Commission may participate in the meetings of the NWCEO to discuss matters of mutual interest among the named cities in the northwest region of Broward County.
DISCUSSION:
The City is committed to competently dealing with the issues that face residents of Coconut Creek, not simply those matters that arise within the City's boundaries. Some issues are widespread and require collaboration. Meetings of the NWCEO open up dialog concerning common issues facing cities in the northwest region of Broward County. Approval of this resolution will reaffirm the City's participation in the meetings of the NWCEO to address issues of a regional nature.
