BACKGROUND:

The City has been successful in getting full funding for improvements to Lyons Road through the Broward Metropolitan Planning Organization (MPO).  In the past, these funds would have been in the form of a grant to the City via the Local Agency Program (LAP).  Historically, these grants have been very difficult to administer.  To streamline the process, the Florida Department of Transportation (FDOT) has agreed to design and administer these projects in house as off-system improvements.  This saves a tremendous amount of time and money by removing the City from the administration. 

In 2015, the City Commission approved Resolution No. 2015-045 in support of the Lyons Road Mobility Project to include bicycle lanes, sidewalks, and pedestrian amenities along the Lyons Road corridor between the C-14 Canal and the Sawgrass Expressway.

DISCUSSION:

FDOT is requesting a new resolution to state that the Department is delivering the project on the City’s behalf. FDOT provides for a public involvement process that is expected to begin in January.  A series of public meetings will be held between January and July of 2018.  It should be noted that the City retains final approval of the design.  An updated project schedule is attached.

RECOMMENDATION:

Staff recommends approval of this Resolution.
