A RESOLUTION ADOPTING THE BROWARD COUNTY, CITY OF COCONUT CREEK, CITY OF MARGATE, AND CITY OF WESTON FISCAL YEAR (FY) 2025-2026, 2026-2027, AND 2027-2028 LOCAL HOUSING ASSISTANCE PLAN (LHAP), INCORPORATING THE NEW MANUFACTURED-HOUSING STRATEGY REQUIRED BY FLORIDA SENATE BILL 594; AND AUTHORIZING TRANSMITTAL OF THE AMENDED LHAP TO THE FLORIDA HOUSING FINANCE CORPORATION IN ACCORDANCE WITH STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) PROGRAM REQUIREMENTS.
body
BACKGROUND:
Through an Interlocal Agreement (ILA), the City and Broward County have established the necessary relationship to have the County administer the City’s State Housing Initiatives Partnership (SHIP) Program funds on its behalf. However, while the ILA provides the County with authority to administer SHIP program services, the City is also required to incorporate its local housing program into the County’s Joint Local Housing Assistance Plan (LHAP). The LHAP is required by the SHIP Act in order to receive funding from the State.
DISCUSSION:
During the 2026 State Legislative Session, the Florida Legislature enacted Senate Bill 594 (SB 594), which amended requirements of the SHIP Program. Effective July 1, 2026, SB 594 requires local governments to incorporate a manufactured housing strategy into their LHAPs. The strategy provides for eligible activities related to manufactured and mobile housing, including relocation assistance, lot-rent assistance, rehabilitation, and emergency repairs. Accordingly, the 2025-2028 LHAP is being amended to incorporate the required manufactured housing strategy and ensure compliance with State requirements.
Staff has worked with Broward County to develop the amended LHAP, covering FY 2025-2026, 2026-2027, and 2027-2028, in accordance with State requirements.
RECOMMENDATION:
Staff recommends approval of this resolution.
