BACKGROUND:
The Broward County Board of County Commissioners (Board) approved the Broward Redevelopment Program (BRP) for the purpose of providing County funding for eligible projects that result in redevelopment in designated areas that exhibit blighting conditions, high unemployment, and declining property values. On August 10, 2017, the City Commission of the City of Coconut Creek authorized the City Manager, or designee, to prepare and submit a grant application to the Broward County Housing Finance and Community Redevelopment Division for the Fiscal Year (FY) 2018 BRP. The Evaluation Committee for the BRP ranked the City's application #1 and recommended full funding in the amount of $1,000,000 for the Hillsboro Corridor Redevelopment Project. On March 5, 2019, the Board of County Commissioners approved the scoring and recommendations of the Evaluation Committee.
DISCUSSION:
The Broward County Housing Finance and Community Development Division has prepared two (2) Interlocal Agreements between Broward County and the City of Coconut Creek. The attached agreement covers the land acquisition component of the Hillsboro Corridor Redevelopment Area Project. The agreement sets forth the terms, conditions, and requirements for the BRP program.
Specifically, this agreement funds the City land acquisition of the parcel adjacent to Deenie's Hideaway. The agreement requires the City to provide evidence of the executed sales contract and documents evidencing the property has been conveyed to the new owner. The City shall complete formal transfer of ownership by ensuring that: (a) conveyance to new owner has occurred; (b) new owner has received all the necessary development approvals; and (c) the property is committed ...
