BACKGROUND:
The City applied for the Byrne Discretionary Community project grant and was awarded $963,000 through the Department of Justice (DOJ) for the purchase body-worn cameras and related technologies.
DISCUSSION:
The City is committed to a high level of safety and proactive community policing. Body-worn cameras are a key element to this commitment and have been proven to provide additional safety and accountability, enhancing agency transparency, documenting encounters between the police and the public, investigating and resolving complaints and officer-involved incidents, and improving evidence collection.
The body-worn camera technologies that the City wishes to purchase from Axon Enterprise, Inc. ("Axon") are specifically compatible with the existing Axon equipment the City has been using. The City has been in an agreement with Axon for Tasers and Evidence.com since 2020.
This sole source agreement provides for the purchase of officer safety and integrated digital evidence management technologies necessary to implement the body-worn camera program and maintain existing equipment. These technologies include the Officer Safety Plan, which consists of body-worn cameras; the Fleet 3 program, which will provide for updates to the police in-car cameras; and the Interview Room System, which will provide for an updated camera system in the investigation room to replace the old system that is obsolete. The agreement provides for a ten (10) year term with pricing as noted below.
