BACKGROUND:

On August 18, 2019, the City issued Request for Proposals (RFP) No. 09-11-19-09 to contract with a qualified, professional company to perform a transitional study for Fire and Emergency Medical Services (EMS) services in Coconut Creek, with a focus on budgeting, staffing, and implementing a timeline for beginning Fire and EMS operations.

DISCUSSION:

Solicitations were electronically sent through the eBid system to 99 prospective vendors, and five (5) responsive proposals were received: 1) Fitch & Associates; 2) Management Advisory Group International, Inc.; 3) Matrix Consulting Group, LTD; 4) Public Consulting Group; and 5) Sedlmeyer Consulting, LLC.

The submittals were evaluated based on the criteria listed in the RFP by the selection committee consisting of Jeffery Gary, Fire Marshal; Bernadette Hughes, Assistant to the City Manager; and Pamela Kershaw, Human Resources Director.  After evaluating the submittals, the selection committee recommends awarding the contract to perform a transitional study for Fire and EMS services in Coconut Creek to Public Consulting Group.  The work shall be performed over a 12 week period from execution of the agreement, with an estimated completion date of January 31, 2020.

RECOMMENDATION:

Staff recommends approval of this resolution.
