BACKGROUND:

Since 2005, the City of Coconut Creek has been partnering with Broward County via various Interlocal Agreements (ILA) for NatureScape Irrigation Services (NIS). The NIS program is intended to conserve water by providing detailed site inspections and recommendations for producing water savings and water quality improvements through modifications in landscape and irrigation system design, maintenance, and operation.  The latest five (5) year ILA was renewed in 2020 under Resolution No. 2020-088.

DISCUSSION:

The City is committed to promoting green initiatives and customer service for its residents and businesses. This ILA provides services to identify potential water savings, water quality improvements, and irrigation rebates to residents in the City’s water service area. The NIS program directly supports a number of water quality objectives, including compliance with regional and state regulatory programs and utility consumptive use permits focused on water conservation.

The ILA provides for a new five (5) year agreement with an optional five (5) year extension term.  In addition, this ILA contains a Residential Irrigation Rebate (RIR) program where the County will facilitate rebates to residents within participating NIS partners’ water service areas.

RECOMMENDATION:

Staff recommends approval of this resolution.

NOTES:                     Expenditure amount is over a five (5) year period. Funding for Fiscal Year 2026 (FY26) is $21,475 and will be included in the FY26 operating budget from Water Fund Account Number 4191-4800, Utility Operation - Promotional Activities.
