BACKGROUND:
This item was approved on First Reading at the August 9, 2021, Special City Commission Meeting.
The City is committed to the use and implementation of technology to improve government efficiency, make government user-friendly, and whenever possible, reduce the demands on resources. This code amendment adds the requirement for electronic filling of campaign reports.
The State Legislature has enacted legislation that requires all candidates for state offices to file their campaign treasurer reports electronically with the Department of State. Section 106.07, Florida Statutes, allows for municipalities to impose electronic filing requirements for campaign finance reports that are statutorily required to be filed by each municipal candidate.
The Broward County Supervisor of Elections (SOE) desires to have Broward County cities require all candidates for municipal office file their campaign treasurer reports electronically via the VR Systems software. The SOE and VR Systems, Inc. (VRS) entered into a Candidate Financial Reporting Service, License, Maintenance and Support Agreement, on September 16, 2019, which permits the County SOE and all of Broward County's Municipalities to access VRS' proprietary candidate financial reporting service.
By making the VR Software System available, the SOE is supporting the Broward County cities in their requirement that all candidates for municipal office to file their campaign treasurer reports electronically via the VR Systems software.
