title

A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE THE MEMORANDUM OF AGREEMENT (MOA) ALLOWING MEMBERS OF THE COCONUT CREEK FIRE RESCUE DEPARTMENT TO PARTICIPATE WITH THE CITY OF MIAMI FIRE RESCUE NATIONAL URBAN SEARCH AND RESCUE RESPONSE SYSTEM FLORIDA TASK FORCE 2.

body

BACKGROUND:

Coconut Creek Fire Rescue wishes to become a participating agency in the City of Miami Fire Rescue Urban Search and Rescue Response System (USAR), Florida Task Force 2 (FLTF2). Under the agreement, Coconut Creek Fire Rescue would provide a limited number of pre-identified Firefighter/paramedics for training and activation to select State and National declared disasters.

DISCUSSION:

Miami Fire Rescue is a sponsoring agency for the USAR FLTF2 and utilizes personnel from surrounding South Florida Fire Rescue Departments to participate in the training and deployment of the Task Force 2 team. Before joining the team, members go through a vigorous vetting process and are subjected to many hours of training prior to being considered for deployment. The members bring that training and experience back to their department and improve the response capabilities of their departments. Time spent in training is done off-duty, and the employee is covered by the team during those hours. If activated, deployment is not automatic as the City of Coconut Creek must first approve the team member being absent. The team member’s salary and benefits are reimbursed to the City by the State of Florida or Federal Emergency Management Agency (FEMA), depending on the nature of the disaster.

Staff recommends approval of this resolution.
