BACKGROUND:
The City of Coconut Creek was awarded Broward Redevelopment Program (BRP) funding for Fiscal Year 2018 for the Hillsboro Corridor Redevelopment Area in the amount of One Million Dollars ($1,000,000), which consisted of both public improvements and land acquisition. The public improvements project was funded in the amount of Six Hundred Forty Thousand Dollars ($640,000).
Each project was subject to a separate Interlocal Agreement (ILA) between Broward County and the City of Coconut Creek, establishing the scope, terms and obligations, and reporting requirements. The terms and obligations in the ILA included agreement termination dates for each project. On January 26, 2023, the City Commission approved Resolution No. 2023-002, which extended the termination date of the public improvement project from September 30, 2023 to March 31, 2026.
DISCUSSION:
The current termination date of March 31, 2026 is unachievable because of the reasons discussed below.
The City has made substantial progress on the project, with approximately seventy-five percent (75%) of the public improvements completed to date. The project experienced a delayed start due to the remilling and resurfacing of Hillsboro Boulevard by the Florida Department of Transportation (FDOT); however, all major components are now nearing completion. The Engineer and Project Management Team anticipate approximately ninety-five percent (95%) completion by February 27, 2026. The only remaining project element is the installation of the bus shelters. These shelters were procured through Broward County and are scheduled for delivery and installation by July 17, 2026.
