BACKGROUND:
On February 24, 2019, the City issued Bid No. 03-20-19-11 for construction of a single story restroom/storage building adjacent to the four (4) baseball fields at Sabal Pines Park.
DISCUSSION:
Invitations were electronically sent to 216 prospective contractors. The City received four (4) bids, of which three (3) were deemed non-responsive. The one (1) responsive bid from Republic Construction Corporation in the amount of $759,946.13 exceeded the construction budget by approximately $189,000. The Consultant’s cost estimate for this project is consistent with current trends in construction ($300 per square foot); however, the Bidders proposal comes out at $690 per square foot. To that end, staff recommends that it is not in the best interest of the City to accept the aforementioned bid.
The likely reason for costs being greater than anticipated is a bullish South Florida construction market that allows contractors to be more selective as to the types of projects that they want to commit resources to. Staff will continue to monitor market conditions and reissue this bid when the construction market conditions are more conducive to this type of project.
