BACKGROUND:
In 2019, Broward County and the Broward County Municipalities entered into a Memorandum of Understanding providing for a collaborative study and subsequent development of an integrated solid waste and recycling system ("MOU"), and established a Solid Waste Working Group ("SWWG"), consisting of a group of elected municipal officials chosen from among the elected officials of the participating municipalities in Broward County and a County Commissioner.
DISCUSSION:
Under the MOU, Broward County and the municipalities agreed to jointly undertake the continued study and analysis, directed the SWWG to develop a detailed and comprehensive scope of such continued study and analysis, authorized the SWWG to retain and interact with all appropriate consultants and/or attorneys, and agreed to make the respective financial contributions necessary for the continued study and analysis of critical solid waste issues and recycling programs throughout the County. The SWWG has deemed it necessary to have a waste generation and composition study completed in order to further its efforts to agree on a regional solution for the future of solid waste disposal and the processing of recyclable materials, and Broward County has agreed to engage such consultant to perform the scope of work as described in the First Amendment to the MOU.
