BACKGROUND:
The City of Coconut Creek's public transportation program, funded by Broward County, currently makes eighteen (18) passenger trips per day on average. This program offers a North and a South Bus Route, which provides transportation for a wide range of trip purposes that include: medical, nutrition, shopping, social service, training, employment, social, and recreation. All five (5) shuttle buses are equipped for wheelchair service. In order to provide such services, the City relies heavily on federal funds distributed by the Federal Department of Transportation to Broward County, and then to the City as a sub-recipient.
DISCUSSION:
Recently, Broward County made all cities receiving federal funds in the County aware that in order to continue receiving the funds, each must adopt the Public Transportation Agency Safety Plan (PTASP) no later than November 2023.
This safety plan complies with the minimum performance standards authorized through the National Public Transportation Safety Plan (NSP) as it incorporates the framework and principles of the Safety Management Systems (SMS), which includes the Safety Management Policy, Safety Risk Management, Safety Assurance, and Safety Promotion. The PTASP adheres to the fundamentals and framework of SMS and reflects the specific safety objectives, standards, and priorities for Broward County Transit's Community Shuttle Program and the City of Coconut Creek, including the following required elements:
