BACKGROUND:
The Broward County Housing Finance and Community Redevelopment Division provides matching grant funding through the Broward Redevelopment Program (BRP) for eligible projects that result in the redevelopment of designated areas exhibiting blighting conditions, high unemployment, and declining property values. The BRP provides grant funding up to $1,000,000 for property acquisition, affordable housing, interior build-out for economic development purposes, and public improvements.
DISCUSSION:
The City intends to submit a BRP Grant Application for the Hillsboro Corridor Redevelopment Area on or before the September 8, 2017, deadline established by Broward County. As part of the BRP application process, the City Commission is required to declare that the Hillsboro Corridor Redevelopment Area contains blighting conditions as described in Chapter 163, Florida Statutes, and provide this declaration as an attachment to the grant application. With this deadline approaching, the Department of Sustainable Development has been finalizing the finding of blight report, which indicates blighting conditions along the Hillsboro Corridor. You may recall, staff presented a preliminary report, highlighting data collection and findings in draft form at a City Commission Workshop on January 12, 2017. The attached report has been finalized and provides an extensive list, along with supporting data, indicating blight-defining factors.
