BACKGROUND:

On April 16, 2017, the City issued RFP No. 05-10-17-10 to contract with a qualified and professional company to perform a comprehensive analysis of police services. This analysis of operations includes gathering data; conducting interviews and/or focus groups; conducting an employee survey; and a review of best professional practices, available alternatives, and potential performance impacts from recommended changes.

DISCUSSION:

Solicitations were electronically sent through the eBid system to 110 prospective vendors, and three responsive proposals were received from: 1) Management Partners, Inc.; 2) Center for Public Safety Management, LLC; and 3) Police Foundation.

The submittals were evaluated based on the criteria listed in the RFP by the Selection Committee, consisting of Albert A. Arenal, Chief of Police; Pam Kershaw, Director of Human Resources; and Peta-Gay Lake, Assistant Director of Finance and Administrative Services.  After evaluating the submittals, the Selection Committee recommends awarding the contract to Center for Public Safety Management, LLC to perform a comprehensive analysis of police services.  The work shall be performed within the time periods specified with an estimated completion date of 135 days from execution of the Agreement.

RECOMMENDATION:

Staff recommends approval of this Resolution.
